사이버 공간에서의 프라이버시 보호정책 변화와 정책방안 연구

A Study on the Change of Privacy Policies on Cyberspace and the Further Measures

정보통신기술의 지속적인 발전으로 인해 프라이버시 이슈가 현실세계에서 사이버공간상으로도 확대되고 있으며, 특히 개인정보보호와 관련한 프라이버시 문제가 심각한 사회문제로 대두되었다. 정부는 개인정보보호 법령 정비, 개인정보보호 제도의 수립·추진, 개인정보보호 인식 제고 및 문화 확산 등 다양한 정책적 노력을 수행중임에도 불구하고 대규모 개인정보 유출 및 침해사고가 지속적으로 발생함에 따라 프라이버시 보호정책도 개선시키고 있다. 본 연구는 그동안 개인정보보호 법령으로 대별되는 프라이버시 보호 정책이 어떻게 변화되어 왔으며, 현행 급변하는 개인정보보호 환경 속에서 최선의 개인정보보호 정책 방향은 무엇인지에 대해 검토하였다.

Privacy issues have expanded from the real world to the cyberspace due to the increasing use of information and communication technologies. Especially, issue of privacy including personal information protection has emerged as a serious social problem. The government is upgrading the current personal information protection system due to the large-scale leakage of personal information and increasing occurrence of infringement accidents, while performing a variety of efforts, such as renewal of personal information protection laws, establishment and implementation of personal information protection policies such as campaign for the awareness on the protection of personal information. This paper will review how the personal information protection policy has changed through tracking of the change of personal information protection laws, and suggest the best future direction of personal information protection policy in the current ICT environment.
