테러 방지를 위한 전략물자 수출통제 효율화에 관한 연구

A Study on Enhancement for the Strategic Commodity Export Control against Terror

본 연구는 전략물자관리원 사업평가를 통해 테러 방지를 위한 전략물자 수출통제 효율화 방안을 모색하였다. 분석결과 전략물자관리원은 급속한 환경 변화에도 불구하고 주요 사업에서 평균 이상의 성과를 보이고 있는 것으로 나타났다. 다만 향후 테러 방지를 위한 전략물자 수출관리의 효과성 증대를 위해 다음과 같은 두 가지의 제언을 제시하였다. 첫째, 전략물 자관리원의 정책 중점을 자가판정에 둘 것인지 아니면 사전판정에 둘 것인지 명확히 할 필요가 있다. 둘째, 사전판정의 만족도를 높이기 위해서 예산과 인력의 확대와 유료화 등을 통한 내부․외부 전문가의 참여 확대를 위한 인센티브 제공 방안을 적극적으로 모색해야 것이다.

This article has attempted to propose the enhancement for the strategic commodity export control against terror through program evaluation on Korea Strategic Trade Institute. KOSTI has shown above-average performance in major project though the rapid environmental change. In order to improve performance of strategic materials management, this study proposes two suggestions. First, KOSTI should clarify the focus of the policy between Self-Judgment and Advance-Judgment. Second, KOSTI needs to find the variety ways to increase the satisfaction for Advance-Judgment.
