Comparative Analysis on the Current Marine Finance of Korea and China for Development of Ocean Economy

해양경제발전을 위한 한·중 해양금융 비교분석

Purpose : The purpose of this study is to explore measures to improve and strengthen the role and function of the marine finance in Korea for development of ocean economy. Research design, data, methodology : This paper employs the literature research and comparative analysis on the current marine finance of Korea and China focusing on financial support plans, institutions and funds. Results : According to comparative analysis results, China has a variety of marine support plans, institutions and funds based on regional characteristics. Moreover, there is active private sector participation on marine finance. In contrast to China, Korea has only one marine finance cluster in Busan, and insufficient diversity in participants and products. Conclusions : I n order to promote development of ocean economy, Korea needs to strengthen the role and function of the marine finance by developing financial products based on the regional characteristics and activating private sector participation.

본 연구는 해양경제의 발전을 뒷받침하는 해양금융이 한·중 양국에서 어떻게 추진되고 있는지 크게 해양금융지원계획, 해양금융기관, 해양금융기금 세 가지 측면으로 나누어 살펴 보았다. 중국은 지역 단위로 해양금융 사업이 실시되고 있으며 지역별로 해양금융 기관의 설립과 기금조성이 이루어져 지역특색에 부합하는 해양산업이 발전하고 있다. 이뿐만 아니라 해양금융 부문에서의 민간투자와 협력을 통해 해양산업에 대한 지원규모가 확대되고 있으며 지원대상도 수산, 해양기자재, 해양과학기술, 해양관광, 해양인력 양성 등으로 해양산업 전반을 포함하고 있다. 반면, 우리나라는 해양금융기관과 기금의 지원대상이 선박, 해운, 해양플랜트 및 기자재로 한정되어 있고 기관의 소재지역도 부산으로 한정되어 있다. 한국의 해양금융 관련 정책과 제도는 정부와 국책금융기관을 중심으로 추진되고 있으며 민간의 참여와 투자가 미흡한 실정이다. 이에 따라 우리나라는 해양경제의 발전을 위해 우리나라 지역별 특성에 적합한 해양금융 상품과 기금을 개발하고 민간의 투자 및 참여를 촉진함으로써 해양금융의 역할과 기능을 강화시켜 나갈 필요가 있다.
