Analysis of the Impact on Korea s Related Industry Competitiveness of China s Technical Trade Barrier(TBT) Notice

중국의 기술무역장벽(TBT) 통보가 한국의 관련 산업 경쟁력에 미치는 영향 분석

Purpose : The purpose of this study is to examine the status of the notification of technical barriers to trade (TBT) and to analyze the export competitiveness of the technical barriers to trade (TBT) notification on the related industries in Korea and China. Research design, data, methodology : First, we analyze 10 product groups with the highest number of technical barriers to trade (TBT) notifications. And in this study, we analyze the Trade Specialization Index (TSI) using the trade value data (HS 2 unit basis) from 2006 to 2015. Results : In this study, we analyzed trade specialization indices between China and Korea. As a result, it is considered that the trade technical barrier (TBT) notification affected the competitiveness part of the related industry to some extent. Conclusions : Under the TBT system of the WTO, Korea needs to quickly identify the rapidly changing international trade environment and the trends and systems related to China s technical barriers to trade (TBT) as its first trading partner and it is very urgent to develop a system that can respond positively.

본 연구에서는 전반적인 기술무역통보현황과 중국이 한국에 대한 기술무역 통보가 수출 경쟁력에 미치는 사항을 분석하고자 한다. 이를 위해 Uncomtrade의 무역액 통계량을 기반으로 중국이 한국에 대해 기술무역통보 건수가 많았던 상위 20개 품목군 중 가장 많은 10개 품목군을 대상으로 HS 2단위를 기준으로 2006년부터 2015년의 무역량 데이터를 활용하여 대 세계 무역특화지수(TSI)와 수식을 변형하여 중국과 한국의 무역특화지수를 각각 산출하여 비교 분석해 본 결과 경쟁력부분에 무역기술장벽(TBT)통보가 어느 정도 관련 산업의 경쟁력 부분에 영향을 미쳤다고 사료된다. 이러한 관점에서 볼 때 한국이 WTO의 TBT 제도 하에서 급변하는 국제무역환경 및 제1의 무역상대국인 중국의 기술무역장벽규범 및 제도 동향을 신속하게 파악하고 이에 적극적으로 대응할 수 있는 제도를 정비하는 것이 매우 절실히 요구된다.
