모든 위험 접근법을 활용한 효과적인 테러예방대책에 대한 연구

A Study on the Effective Counter Terrorism with the Application of All Hazards Approach

테러의 발생이 증가되고 있으며, 대상도 다양화되고 있는 현실에서 효과적인 테러 예방 대책의 수립은 절실하다고 하겠다. 이를 위해서는 우선 어떠한 유형의 테러가 발생하고 어디부터 대응책을 마련해야 할지 결정하는 것은 매우 중요하다. 본 연구에서는 재난의 예방과 대응에서 활용되고 있는 모든 위험 접근법 (All-Hazard Approach)을 이용하여 1970년부터 2015년까지 발생한 총 156,773건을 분석하였다. 테러를 암살 (Assassination), 무장 공격(Armed Assault), 폭발 (Bombing), 하이재킹 (Hijacking), 인질극 (Barricade Incident), 납치 (Kidnapping), 시설 공격 (Facility Attack), 비무장 공격 (Unarmed Assault)으로 분류하고 각각의 테러 유형에 대해 발생가능성과 위험도를 측정하였다. 이를 토대로 매트릭스 접근법을 활용하여 테러 높고 영향도 매우 심각한 것으로 나타났다. 이에 따라서 테러에 대한 대응도 이 두 유형에 우선적으로 집중하는 것이 필요하다. 폭발과 관련하여 폭발 테러 발생시의 대응 매뉴얼을 보다 상세화하고 이에 대한 반복 훈련이 요구된다. 무장공격의 경우에 있어서도 일차적인 대응기관인 경찰이 보다 적극적이고 선제적으로 대응할 수 있도록 ‘경찰관직무집행법’ 등 관련 규정을 보완하고, 경찰의 작전 수행능력의 향상, 경찰 특공대의 확대, 개편 등이 검토 되어야할 것이다. 본 연구는 지역 및 시대의 변화에 따른 구분없이 단일 기준에 의하여 자료를 분석하였다. 이러한 한계점들은 후속연구를 통하여 보완되어져야 할 것이다.

The number of terrorist events have increased and their targets are varied. It is required to establish the effective counter terrorism policies in this situation. It is important to know which types of terror occur and to make a decision where we start to respond to terrorist events. This research applied All Hazard Approach that has been used in emergency into terrorists events by analyzing 156,773 cases from 1970 to 2015. Terror is categorized into assassination, armed assault, bombing, hijacking, barricade incident, kidnapping, facility attack, unarmed assault. Each category was analyzed with possibity and risk. The types of terrorist events were evaluated with the matrix approach. The results indicate that bombing and armed assault are high possibility and high risk. It is urgent to respond to two types of terror, which are bombing and armed assault. Regarding bombing, the manual should be more detailed and training and practice should be repeated. Police should be preemptive response to armed assault and ‘Enforcement Decree of the Act on the Performance of Duties by Police Officers“ should be revised. This research has limitations such as analysis of date without consideration of time. The limitations will be overcome by future study.
