정부 투명성과 정부신뢰와의 관계:

The relationship between transparency and trust in government: Focusing on policy implication promoting trust in police

본 연구는 정보의 은폐 및 공개 수준에 대한 인식을 투명성의 측정 지표로 활용하여 정부투명성이 정부신뢰에 미치는 영향을 분석하였다. 아울러 투명성과 정부신뢰의 상호적 인과관계를 분석할 때 야기되는 내생성의 문제를 통제한 분석 모형을 제시하였다. 분석결과에 따르면 정부신뢰의 주요 영향 요인들 중 신뢰 요인, 정부능력 요인, 정치·경제 환경 요인은 모두 통계적으로 유의미하게 나타났다. 특히 투명성 요인은 정부 신뢰에 정적인 영향을 주는 것으로 나타나서 투명성의 제고가 정부신뢰를 향상시키는 긍정적 요소라는 일부 선행 연구를 지지하였다. 아울러 경찰조직에서도 행정정보 공개를 위한 물리적 시스템 구축의 노력과 함께 정보를 보다 더 투명하게 제공하려는 행태를 수립하는 것이 경찰신뢰 향상을 위해서 필요하다는 정책적 함의를 제공하였다.

This study aims to analyze the effect of transparency on trust in government by utilizing the perception about the level of openness or concealment as a transparency index. In addition, the present paper suggested analytic model controlling the endogeneity issues due to reciprocal causal relationship between transparency and trust in government. According to results, trust factor, governmental capacity factor, and political and economic factor are statistically significant. In particular, transparency factor appears to positively affect trust in government, so this finding supports some prior research claiming that greater transparency would lead to higher trust in government. Consequently, in terms of promoting trust in police, a series of empirical evidences of this research confirmed that it is necessary to not only make an effort to construct freedom of information system but also establish more transparent behavior for information disclosure.
