스포츠와 정치 그리고 국가: 한국을 중심으로

Sports, Politics and the State: The Case of Korea

스포츠는 언제 어디서나 행해지고 있으며, 그에 열광하는 사람들도 시ㆍ 공간을 불문하고 항상 접할 수 있다. 오늘날 스포츠는 국가의 안과 밖을 넘나드는 정치ㆍ사회 현상으로 부각되었다. 이에 따라 스포츠와 정치는 밀접한 상관관계를 맺고 있다. 스포츠와 정치의 만남이 어디에서 어떤 모습으로 나타나는가? 이것이 본 연구의 기본적인 문제의식이다. 문제의 한 측면은 정치의 틀이 스포츠의 성격과 의미에 어느 정도 영향을 주느냐 하는 것이다. 이를 위하여 먼저 스포츠와 정치사회를 다룬 기존의 논의들을 개괄적으로 살펴본다. 특히, 스포츠에 대한 국가의 역할에 주목한다. 또 다른 측면은 그 영향에 따라 스포츠에 대한 정책적 맥락이 어떤 식으로 현실화되었는가 하는 것이다. 이러한 문제의식을 국가와의 관계를 중심으로 한국적 현실 속에서 파악하려고 하였다. 스포츠에 대한 정치적 관심과 더불어서 정책적 틀의 정립이 이루어지기 시작한 1960년대의 박정희 정부시기 에서부터 1990년대 말까지의 노태우 정부시기에 이르기까지를 분석대상으로 하여 스포츠와 정치의 만남의 양상을 국가와의 관계를 중심으로 시기별로 고찰하였다. 결론적으로 한국에서 스포츠에 대한 국가개입의 특징적 양태를 도출한다.

Sports prevails everywhere. It is said that people are easy to be enthusiastic over sports and to get acquainted with them regardless of time and space. Today sports have been regarded as an important political and social phenomenon which is closely related with domestic and international issues. In particular, sports have become one of important political means in real politics. If so, how are they connected with each other? How far does politics affect the character and meaning of sports. Under what contexts, policies associated with sports have been made? The goal of this study is to answer these questions. To achieve this goal, the author will sum up previous discussions which have dealt with the issues on relations between sports and political societies. The author will also examine the role of the state on the development of sports. In particular, by focusing on Korean contexts, this study explores the pictures of the encounters between sports and politics from the Park Chung-hee Administration of early 1960s to the Rho Tae-woo Administration of 1990s. From this inquiry, the author will draw the distinctive aspects of state intervention toward sports in Korea.
