가계 문화소비지출의 불평등 분석

Inequality in Household Cultural Expenditure

본고는 ｢가계동향조사｣ 1990-2014년 자료를 이용하여 가계 문화소비지출의 수준 및 구성 변화를 통시적으로 살펴보고, 소득분위별 문화소비지출 불평등도 분석 및 항목별 분해를 연구하였다. 분석 결과, 문화소비지출은 빠르게 증가하였음에도 불구하고 전체 소비지출 에서 차지하는 비중은 낮은 수준에 머물러 있다. 문화소비지출 항목별로는 문화서비스의 비중이 증가한 반면 도서와 신문․잡지의 비중은 감소하였다. 2인 이상 도시가구의 문화소비 지출 지니계수는 2014년 기준 0.4062로 경상소득 및 소비지출 지니계수들보다 큰 것으로 나타났다. 또한 문화서비스는 오락서비스, 도서, 신문․잡지 등 다른 문화소비지출 항목에 비해 규모가 클 뿐만 아니라 상대적으로 불평등도가 낮았다. 본 연구는 만약 문화소비지출 제고 정책을 추진한다면 문화서비스에 대한 지원이 문화지출 불평등을 개선하는 데 도움을줄 수 있음을 의미한다.

This paper analyzes the changes in the level and structure of household cultural expenditure in Korea and analyzes the inequality index for household cultural expenditure by using the Household Income and Expenditure Survey. It observes that the level of household cultural expenditure increases abruptly and that the weight of cultural service expenditure has constantly increased among the components of cultural expenditure. However, the levels of books and newspapers/magazine have constantly decreased. And although the level of cultural expenditure increases, the weight of cultural expenditure in the total expenditure remains small. The Gini index, which represents the inequality degree, is estimated as 0.4062 in 2014, while the Gini index of ordinary income is 0.2842 and the Gini index of consumption expenditure is 0.2496. It has been well known that the inequality of cultural expenditure enhances in the 1990 s. We contend that one reason for that enhancement would be the general increase in the cultural service expenditure. In addition, the expenditure in cultural service is both bigger in the level and lower in the inequality than any other components in cultural expenditure including entertainment service, books, newspapers/ magazine. The results at least imply that if the policy for the increase in the cultural expenditure matters, then the support for the cultural service would contribute the enhancement of the culture inequality.7
