Culture Expenditure and Economic Growth

본 연구는 문화지출과 경제성장에 대한 기존문헌을 고찰하고 OECD자료를 이용하여 문화 지출이 경제성장에 미치는 영향을 분석하였다. 문화지출과 문화재정 현황, 문화재정 및 문화 지출 국제비교, 문화지출의 경제적 효과 등에 관한 기존 연구를 고찰한 결과, 문화지출의 경제성장 결정모형에 대한 본 실증분석의 유의미성을 찾을 수 있었다. 동태적 패널자료 분석방 법을 이용하여 문화지출이 경제성장에 미치는 영향을 추정한 결과, 가계문화지출은 경제성장에 긍정적인 영향을 미치는 반면 정부문화지출은 경제성장에 긍정적인 영향을 미친다고 주장 하기 어려움을 발견하였다. 오히려 정부총지출을 통제하지 않은 상황 하에서 정부문화지출의 증가가 경제성장에 부정적인 영향을 미칠 수도 있는 것으로 나타났다. 이러한 연구결과는 정부의 문화정책이 가계의 문화지출을 증가시키는 방향으로 이루어질 필요가 있음을 시사한다. 또한 정부가 직접적으로 문화지출을 증가시킬 때는, 정부문화지출이 가계문화지출에 미치는 영향, 그리고 성장에 미치는 영향 등이 종합적으로 검토될 필요가 있음을 시사한다.

This paper surveys the existing literature on the relationship between culture expenditure and economic growth, and empirically studies the impact of culture expenditure on economic growth by using the OECD expenditure data. We divide the literature into the studies on the current state of culture expenditure or culture budget, the international comparison studies on culture budget or culture expenditure, and the research on the relationship between culture expenditure and (community) economic growth. Based on the result of our examination, we find the importance and timeliness of our empirical investigation on the impact of culture expenditure upon economic growth. We empirically study the impact of culture expenditure upon economic growth by using dynamic panel methods, and find that, while household culture expenditure has an influentially positive impact on economic growth, government culture expenditure has seldom a positive impact on economic growth. On the contrary, it seems that the increase in government culture expenditure may have a negative effect on economic growth without the control of government total expenditure. The results imply the followings. Firstly, it requires that the government policy on culture expenditure should foster household culture expenditure. Secondly, when the government wants to directly increase culture expenditure, there is a need to overall consider the effect of government culture expenditure on household culture expenditure, or the effect of government culture expenditure on economic growth
