문화예술분야 재정지출의 흐름 및 규모

The Path and Total Amount of Government Expenditures Spent Through NPO in the Field of Culture and Arts

본 연구에서는 문화예술분야의 재정지출이 전달되는 경로와 각 경로별 재원의 유형에 대한 현황분석을 우선적으로 시도하였다. 현황분석의 결과를 토대로 각 재정지출 경로별 규모도 추정하였다. 문화체육관광부가 비영리단체를 통해 수행하는 사업의 규모를 파악하기 위하여 결산서상의 보조금의 규모를 분석하였다. 2010년 기준으로 경상보조금은 약 5,061억원에 이르러 전체 보조금의 48.7%를 차지하고, 경상보조금 중 민간보조금은 약 4,457억원으로 경상보조금의 88.1%를 차지하고 있다. 약 5,061억원의 경상보조금 중 비영리단체를 통한 보조금은 민간이 약 1,374억원, 자치단체가 약 416억원으로 총 약 1,790억에 이르고 있고, 이는 전체 보조금의 약 17.2%, 경상보조금의 약 35.4%에 해당된다.

In this study we examines the path of the government expenditures and their amounts for the field of culture and arts. The role of NPO(non-profit organization) in delivering social services provided by the government has been increasing in most countries including Korea. The government grants are the typical form of financial source for social services delivered by NPOs. For the field of culture and arts almost 17.2% of total government grants are provided by NPOs in Korea in 2010.
