문화 중심 지역개발 사업의 창조생태계적 접근과 정책적 함의:

The creative ecological study on the culture-oriented projects in regional areas and its policy implications: focusing on conceptual analysis

본 논문은 지난 1990년대 말부터 본격적으로 수행된 우리나라의 문화 중심 지역개발 사업들의 부진 요인을 분석하되, 유럽 선진국의 모범 사례와 이를 이론적으로 뒷받침하는 논리인 창조생태계 개념에 입각하여 향후 정책 방향의 시사점을 모색하는 데 초점을 두었다. 과거의 문화 중심 개발 사업이 문화정책의 논리와 여타 산업에 적용되는 경제성 논리를 분리해서 추진되어 왔다면, 앞으로는 유럽의 사례에서 시사하듯이 문화적 배려와 경제적 목표라는 두 가지 요소를 반영함으로써 지속가능성을 높이는 전략이 필요하다는 정책적 함의를 도출하였다. 아울러 생태계 관점에서는 그 구성 요소인 창의적 인재, 어메니티를 반영한 공간의 질적인 제고, 광범위한 개념의 문화 분야와 네트워크의 활성화와 문화와 경제적 마인드가 반영된 관리운영 등이 감안된 정책 수립이 필요하다는 시사점이 도출되었다. 본 논문은 지역발전 논리를 제조업과 차별화된 방식으로 창조경제론과 창조생태계라는 개념적틀 안에서 그간 추진되어 온 문화산업과 문화예술 분야의 지역 공공사업들을 분석하고 평가하였다는 점에서 의의가 있다고 판단된다. 그러나 본 논문은 단지 개념적이고 이론적 잣대와 유럽의 특정한 모범 사례로서 국내 사업들을 평가했기 때문에 제시된 정책 함의점을 그대로 적용하기에는 무리가 있다. 따라서 향후 보다 객관적인 정책 방향이 도출되기 위해서는 후속적으로 보다 세밀한 정량적 요소들이 반영된 분석이 병행될 필요가 있다.

This paper tried to focus on finding some policy implications of Korea s cultureoriented project proceeded by the government since last 1990s, based on the creative ecological study and the best practices of European cities. It is suggested that the two targets of culture and economy at the same time need to be seriously considered for the sustainability, implied by the examples. Futhermore, it is implied that the creative class, the quality of spaces with amenities, and the economic activities in culture and creative areas, plus some strategic actions of networking and the practical governance should be reflected in policy -making of culture-oriented projects in regional small and medium cities. This paper seems to contribute to applying new analytical approach of endogenous vitalization and ecological aspect to the evaluation on the domestic polices. However, this kind of conceptual study may need to be supplemented by a quantitative analysis for more appropriate conclusion.
