Fiscal Challenges in Culture and Arts Sector under the New Public Finance System

본 논문은 ｢국가재정법｣ 시행에 따른 중기 재정운용, 성과중심의 재정운용, 기금의 정비 등의 새로운 재정제도 하에서 문화 분야가 직면하고 있는 재정적 과제와 개선방 향을 제시하는 것을 목적으로 한다. 변화된 국가재정운용시스템 하에서 문화분야의 재정운용이 안정적이고 효과적으로 이루어지기 위해서는 문화재정에 대한 인식 제고, 중기적 문화정책의 방향 설정과 이에 기초한 중기재정계획과 성과관리체계의 구축, 합리 적인 재정운용을 위한 재정정보와 통계자료의 정비, 문화경제학적 연구의 확대 등이 이루어져야 할 것이다.

Public finance system in Korea has been changed as National Financial Act has been enforced with new systems such as med-term expenditure framework and fiscal management based on performance. This paper aims at introducing fiscal challenges that culture and arts sector is facing under the circumstances of new public finance system and suggesting how the financial difficulties could be successfully tided over. In culture and arts sector, it is necessary to establish med-term fiscal plan and performance management plan based on med-term cultural policy. Fiscal information and statistical data for reasonable fiscal management as well as more cultural economic researches are also needed.
