이 연구는 왓카나이(稚內)의 러ㆍ일 우호도시 만들기를 사례로, 일본 도시재생정책에서 제가되는 갈등과 타협의 문화정치를 밝히는 것을 목적으로 한다. 최근 세계화ㆍ지방화 속에서 전 세계 도시들은 도시경쟁력 회복의 일환으로 지역문화에 중점을 두고 도시재생을 적극적으로 추진하고 있다. 이 과정에서 지역문화에 대한 의미부여를 놓고 이해주체 간 다양한 갈등과 경합이 발생한다. 모든 사람들이 동질적으로 지역문화를 해석하는 것도, 동일한 지역의 미래상을 품고 있는 것도 아니기 때문이다. 이 연구에서는 이해주체들의 역학관계를 `중앙 지방`, `지역 내부`, `내부-외부`로 유형화하여, 갈등과 타협 속에서 도시재생을 통해 러ㆍ일 우호도시가 만들어지는 과정을 분석하였다. 본 연구에서는 도시재생의 문화전략이 고도의 정치적 현상으로 이해되어야 함을 강조하였고, 지역문화 형성의 의미경합에 주목하여 여러 주체의 다양한 지역인식과 이해관계를 정확히 분석하고 이를 정책에 반영하는 것이 유용함을 제시하였다.
This study was aimed to reveal the cultural politics of urban regeneration by analyzing the generation process of `Japanese-Russian friendship city`, Wakkanai in Japan. The process was analyzed by categorizing the power relationship of agency into three types, namely, center-periphery, inter-region and interior-exterior. This study emphasized that the cultural strategies of urban regeneration should be recognized as political phenomenon. By focusing the competition of meanings in the formation of regional culture, this study suggested that the exact analysis of recognition of the region the reflection to the policies were necessary to the urban regeneration.
