최근 지적측량 결과에 불신함에 급격하게 증가하고 있는 민원발생 빈도를 고려할 때 세계측지계 도입은 현행 지적제도를 기준으로 재산권을 행사해온 국민의 불신을 가중시키는 결과를 유발할 수 있기 때문에 새로운 측지계 도입은 신중한 검토와 철저한 준비를 통하여 기술적 측면뿐만 아니라 법 제도 정비와 병행해 추진되어야 한다. 본 연구는 세계측지계 좌표변환을 하기 위해 경기도 안성시 마둔지구, 일죽지구를 대상지로 선정하여 지적삼각보조점 7점의 공통점을 활용하여 기존수치지역과 구소삼각지역 에 대하여 세계측지계 변환을 위한 2차원 부등각 변환 계수의 의한 변환 값의 차를 구하였고 각각의 변환의 축척변환계수, 회전량, 이동량 계수와 표준편차를 산출하였다. 연구 결과 면적의 증감은 다소 있으나 지적측량의 정확도 기준을 만족함은 물론 현실적인 필지단위의 측량에서는 표현이 불가능한 미량인 것으로 나타났다. 향후 지적측량의 고도화 또는 국가단위의 지적사업에 정확도 판단기준의 논리적 근거를 제시할 수 있는 것으로 나타났다.
Considering the frequency of civil petitions that are growing rapidly due to the disbelief in the results of cadastral surveying, introduction of the world geodetic system may result in increasing distrust of the people who have exercised property rights based on the current cadastral system. And thorough preparation should be pursued in parallel with technological aspects as well as legal and institutional improvements. The purpose of this study is to make the coordinate transformation of the global geodetic coordinate system by using the common points of seven points of intellectual triangular auxiliary points by selecting the Madun and Iljuk districts in Anseong, The difference of the conversion values by each conversion coefficient was obtained, and the scale conversion factor, the rotation amount, the movement amount coefficient and the standard deviation of each conversion were calculated. The results of this study show that although the increase and decrease of the area is somewhat small, it can not be expressed in the realistic parcel unit surveying as well as the accuracy standard of the cadastral surveying.
