20세기 초 신교육운동의 국제주의적 성격

The International characteristics of New Education Movement in the early 21st century: Focused on the activity of New Education Fellowship

20세기 초반 서구에서 진행된 신교육운동(New Education Movement)은 새로운 학교들의 설립과 새로운 교육의 방법들의 시도가 구미 여러 지역에서 일정한 시기에 거의 동시적으로 진행되면서 교육의 부흥을 추구했던 교육개혁운동이다. 더욱이 이러한 교육개혁운동은 국가간의 경계를 초월한 개혁의 보급을 통해 범 세계적인 교육공동체(global educational community)의 건설을 의도했으며, 이를 실현시키는데 앞장섰던 단체가 신교육협회(New Education Fellowship ; N.E.F.)이다. N.E.F.의 장기간에 걸친 활동으로 인해 다양한 교육의 형식들과 방법들에 대한 개방적인 의사소통이 가능하였고 개혁의 중요한 부분들이 국가간의 경계를 초월하여 전 유럽, 나아가서 아시아와 남미, 아프리카에 이르기까지 전파되었다. 본 연구는 구미 신교육운동이 갖는 이러한 국제주의(internationalism)적 성격을 N.E.F.의 활동을 중심으로 고찰하였다. 또한 N.E.F.의 설립 이전에 유럽의 새학교들에 대한 폭넓은 조사를 통해 ‘새학교’의 국제적 기준을 제시하고 국제적 교류를 촉진시켰던 ‘국제 새학교 사무국(International Bureau of New Schools)’의 활동을 함께 고찰하였다. 이러한 고찰을 통해 서구의 신교육운동이 갖는 국제적 연대가 오늘날 교육개혁운동에 주는 시사점을 개혁운동이 가지고 있어야 하는 특성의 관점에서 다섯 가지로 정리하였다. 즉 개혁운동의 자발성, 개혁운동의 구심성, 개혁운동의 개방성, 개혁운동의 지속성, 개혁운동의 효과성의 측면에서 서구의 신교육운동은 오늘의 우리 교육개혁운동이 갖추고 있어야 하는 특성을 시사하고 있음을 밝혔다.

As an educational revolution, New Education Movement was emerged in the Western Europe of the early 20th century. This movement has searched for the improvement of education in a very active way, establishing new schools and experimenting new educational methods. These educational movements destroy the borders between nations and build global educational community; New Education Fellowship (N.E.F.) leads the educational revolution through fulfilling the educational aim of the movement. The active role of N.E.F has been very important in terms of sharing educational ideas and methods and distributing the significant factors of educational revolution to all nations of Europe, Asia, Latin America and Africa. This article focuses on the international characteristics of New Education Movement, which reflects the trend of the Western and American New Education Movement. Further, this article examines the international standard of ‘new schools’ and researches the activity of International Bureau of New School, which stimulated international communication between schools. Finally, this article leads to the result: the international bond of New Education Movement influences on the revolution of education in the light of the voluntarism of educational movement, the centrality of educational movement, the openness of educational movement, the continuity of educational movement, and the effects of educational movement.
