Human Capital Accumulation for Community Development

대한민국은 한국전쟁의 폐허를 딛고 50여년사이에 괄목할 만한 경제성장을 이루었고, 이를 바탕으로 절대빈곤의 수준을 여타 경제대국들과 비교할 수 있을 만큼 낮출 수 있었다. 이러한 놀라운 경제성장의 원동력과 요인에 대한 많은 연구가 세계 많은 나라에서 진행되고 있고, 특히 경제 개발도상 국가들은 이를 배워 그들의 상황에 도입하고자 하는 다양한 시도들 또한 전개되고 있다. 이 논문에서는 기존의 연구들과 달리 대한민국의 경제 성장에서 ‘인적자본’ 축적의 역할과 의미를 살펴 보고 본 연구의 적용 대상인 아프리카 차드의 상황과 비교 분석해 본다. 또한 이러한 인적자본의 축적이 아프리카 지역 (또는 국가)에서 그들의 경제개발을 위해 어떻게 고려/적용될 수 있는 지를 의논하고자 한다.

Within five decades, after the devastation of the Korean War, South Korea achieved remarkable economic development and successfully minimized absolute poverty levels, putting it now on a par with the world’s leading economic countries. Many studies have been conducted to identify the roots of South Korea’s success story, and several attempts have been made to adopt this approach in other developing countries. This paper focuses on South Korea’s human capital accumulation, which enabled the adoption of various economic development plans to eradicate extreme poverty. This is illustrated by comparing it with Chad’s current situation - and considers other regions currently under development.
