정책 환경의 변화에 비추어본 문재인 정부 고등교육정책의 혁신 방향 분석 및 과제의 탐색

An Analysis of Moon Jae-in Administration’s Higher Education Policy and Its Tasks According to the Policy Environment Changes

문재인 정부의 고등교육정책은 고등교육의 공공성과 경쟁력 제고를 동시에 추구하고 재정지원사업의 개편과 규제 혁파를 통해 대학의 자율성을 보장하고자 한다. 본 연구는 이러한 문재인 정부의 고등교육 혁신 방향에 대한 쟁점 분석을 통해 ① 미래 교육환경 변화에 따른 정책의 합리적 수요와 정치적 필요 사이의 간극을 줄여 정책의 일관성을 확보해야 하고, ② 국가 주도 의 방식이 과연 고등교육의 경쟁력 확보를 가능하게 하는지 반성적 점검을 통한 성찰이 요구되며, ③ 국가가 책임지는 고등교육으로부터 대학의 ‘자기주도적인 능동적 자율’을 담보하는 방안을 강구해야 함을 강조하였다. 마지막으로, 문재인 정부의 고등교육 개혁을 위한 주요 과제로 ① 소통과 거버넌스를 강조하는 정책 리더십의 발휘, ② 국가의 역할 범위의 명확한 설정, ③ 철학이 담겨있는 현장적 접근, ④ 재정확보 가능성의 검토를 통한 정책과제 재조정의 필요성을 제시하였다.

The purpose of this study is to analyze the policy implications of future higher education according to environment change and the direction of innovation of higher education policy in Moon Jae-in Administration. As a result of the school-age population decline due to the low fertility rate and the arrival of the intelligence information society, the previous government proposed the reform measures of higher education. On the other hand, the present government s higher education policy is so innovative that the term reform policy is more appropriate rather than a simple ‘policy’. This research analyzed the issues of the present government’s innovative directions toward reforming higher education, regarding (1) ensuring the consistency of policies by reducing the gap between the demand for the policy and the political need, (2) reflecting the possibility of balancing between the achievement of competitiveness and the publicity in higher education through the state-led approach, (3) devising the method for guaranteeing ‘self-initiated active autonomy’ of college. In conclusion, the reform of Moon Jae-in Administration’s higher education policy should take the following tasks as: (1) securing the policy leadership stressing communication and governance, (2) clarifying the ranges of the state’s roles in higher education policy, (3) reflecting on-the-spot approach containing philosophy on the policy, (4) readjusting the policy measures in priority through reviewing their financial sources and affordability.
