Through Japanese colonial period, main people managed Hyanggyo(鄕校) were Jikwon(直員) and Jangeui(掌議). Japanese Imperialism entrusted Jikwon with practical business of Hyanggyo management but they reverted the right of Hyanggyo management to a country headman. Jikwon protected Hyanggyo and reported all items of Hyanggyo management to central Confucian organizations or Joseon government-general and they also delivered various public service notices to provincial Confucian. Jangeui is a duty and established a consultative body after the 1919 Independence Movement, they performed voting rights about disposition of Hyanggyo property and a draft budget of revenue and expenditure in Jangeui-meeting. However, decided items had to be approved by a governor-general and a country headman was the chairman of Jangeui-meeting so management right of Hyanggyo property was still belonged to the government. Jangeui-meeting was held in meeting-room of country office and items by the country headman were approved without any debates so those are just formal processes.
