The Achievements and Tasks of Polish Pension Reform

본 연구의 목적은 우리나라에서 거의 다루어지고 있지 않은 폴란드 연금 제도의 개혁 성과와 과제를 분석하는 것이다. 폴란드는 사회주의 국가에서 자본주의국가로 급진적 전환이 이루어졌을 뿐 아니라, 연금제도 역시 매우 급진적으로 변화되었다. 재정안정화를 목적으로 기존의 확정급여방식을 명목확정기여방식으로 전환한 것이다. 그럼에도 불구하고, 제도 전환 속도가 느리기 때문에 현재는 재정안정화 효과가 크지 않으나, 향후 그 효과가 나타날 것으로 예상된다. 반면, 이에 대한 반작용으로 급여 적정성 문제 및 불평등 문제가 해결해야 할 과제로 대두되고 있다.

The purpose of this study is to analyze the achievements and tasks of Polish pension reform in 1999. Thus, first of all, background of the pension reform is reviewed in terms of pension institution and democratic changes concerning the Polish pension. Then, the present Polish pension is analysed focused on NDC system. Finally, the achievements and tasks of Polish pension reform is analysed. As a result, the Polish pension reform succeeded relatively in achieving financial stabilization. On the other hand, issues on adequacy in pension and inequality in the elderly will be on the rise.
