글로벌 금융위기 이후의 체코 경제와 정책 제언

Economic Situation in Czech Republic after International Financial Crisis and Policy Recommendations

2008년 글로벌 금융위기 이후 OECD 평균과의 더딘 소득수렴과정과 생산성증가율 하락을 경험한 체코 경제가 지속적인 경제 성장을 이루기 위해 서는 확대 재정정책 및 금융정책 외에 생산성 향상을 위한 지속적인 노력이 요구된다. 혁신 및 R&D 지출을 확대하고 관련 정책을 조정하며 신생 혁신기업과 중소기업 지원체계를 강화하고 지속적으로 노동시장의 스킬불일 치를 해소하여야 한다. 경쟁정책을 강화하고 공공부문의 효율성 제고를 위해 기획, 정책 조정, 감독 및 평가 기능을 강화하며 민간개방에 대한 투명 성, 이동성, 유연성을 제고하여야 한다. 고용과 교육시스템 연계를 강화하고 여성의 경력전망을 개선하기 위해 유치원 시설과 방과 후 돌봄을 확대할 필요가 있다. 소외계층의 노동시장 통합 노력과 에너지 효율 제고 및 기후변화 대응 노력도 지속되어야 한다.

Since 2008 global financial crisis, the Czech Republic experienced slow convergence of income towards the OECD average and a decline in productivity growth. For continuous economic growth, policies to improve productivity as well as expansionary fiscal and monetary policies are needed. There is a need for strengthening R&D and innovation policies, supporting dynamic young firms and SMEs, stimulating competition, and increasing the efficiency and effectiveness of the public sector in order to foster productivity. Efforts to increase linkages between education institutions and job creation, enlarge employment for women, improve inclusiveness of minorities, and raise energy efficiency and combat climate change are also needed continuously.
