Civil Society in Vietnam after Doi Moi: A Comparative Study of the Effects of Civil Society on Political Participation and Democratic Values

기존의 서구중심 이론은 시민사회를 국가에 독립적으로 존재하며 국가권력에 도전하는 영역으로 보았다. 이러한 시각에서 베트남의 시민사회를 보면 국가의 통제 아래서 조직의 운영과 활동이 이루어진다는 점에서 아직 미약하다 할 수 있다. 하지만 도이모이 개혁 이후 활발히 성장하고 있는 베트남 시민사회는 오늘날 베트남 시민들의 정치공간을 확대하며 새로운 정치적 기회를 낳고 있다. 본 논문은 베트남의 시민사회의 정치적 역할을 보다 정확히 파악하고자, 시민사회가 시민들의 정치적 참여와 민주적 가치에 어떠한 영향을 미치고 있는지를 다른 국가들과의 비교적 관점에서 분석하였다. 세계가치설문(WVS) 및 아시안바로미터 자료의 분석 결과, 시민사회 조직에의 참여는 베트남 시민들의 정치적 참여를 높이는 반면, 민주적 가치의 함양에는 유의미한 영향을 미치지 못하는 것으로 나타났다. 하지만 여타 비민주주의 국가들과 달리 권위주의 체제에 대한 지지로 이어지지는 않았다. 이러한 결과는 오늘날 베트남 시민사회가 가지는 의미와 한계를 모두 보여주는 것으로, 시민사회의 성장이 향후 베트남에 어떠한 정치적 변화를 가져다 줄 지 지속적인 관찰을 요한다.

The extant Western-oriented literature of civil society has largely regarded it as a realm that exists independently from the state and resists the domination of its power over people. From this perspective, civil society in Vietnam should be seen as weak as the process of its foundation and operation is solely under control of the Communist Party of Vietnam. However, case-oriented studies focusing on the indigenous development of civil society in Vietnam claim that it has expanded their political space creating new opportunity structures. To evaluate the present state of Vietnamese civil society more in perspective, I examine its role in relation to citizens’ political participation and democratic values. From comparisons to other groups of established, newborn, and non democratic countries using the World Value Survey and Asian Barometer data, it is found that Vietnamese civil society, like other democratic countries, has promoted political interest and participation, but fails to have done so with respect to democratic values. It at least did not, however, lead to the support of authoritarian leadership as other non-democratic states did. These results show the ambivalent role of the Vietnamese civil society in their political space partly confirming both Western- and case-oriented theories.
