고령화사회 지원을 위한 복지기술 체계와 복지용구산업 발전모델

Architecture of Welfare Technology and Development Model of Assistive Device Industry Support for Aging Society

고령화에 따른 가장 큰 과제는 지속가능한 사회의 구축과 구성원의 삶의 질 향상을 들 수 있다. 이러한 인식을 바탕으로 본 논문에서는 복지기술과 복지용구산업의 발전 필요성을 재인식하고 이를 토대로 기술과 산업 두 중심주제의 체계를 구체 화하여 발전모델을 구조화해서 이해하는데 목적이 있다. 복지기술은 전통적으로 비교되거나 혼용되고 있는 보건의료기술과 는 차별적이고 독립적인 목적과 내용을 담고 있는데 보건의료기술이 주로 질병과 장애의 극복을 위해 의료바이오 중심으로 구성되어 있는데 비해 복지기술은 1차적으로 쾌적한 일상생활 지원과 2차적으로 생기 넘치는 삶을 위한 사회활동 지원으로 계층화하여 이해할 수 있다. 여기서 일상생활 지원은 주로 신체적 노화와 노인성 질환을 배경으로 발생하는 문제를 해결하 는 자립지원과 수발부담 경감이라는 방향으로 설정할 수 있다. 또한 사회활동 지원은 고령자의 건강상의 변화 보다는 일과 여가라는 사회적 역할을 중심으로 복지기술의 적용 차원에서 새로운 문제해결의 접근이 필요하다. 또한 복지용구산업의 발 전을 위한 조건의 구조화를 바탕으로 산업의 이해당사자인 정부공공, 공급주체, 수요주체 및 중개인력들 각각의 올바른 역 할 인식과 균형된 발전이 필요하다. 이는 4-휠 드라이브 자동차가 원하는 목적지로 갈 수 있기 위해 방향을 조종(정부 및 공공부문)하고 균형 잡힌 전륜(공급주체; 제조기업 및 유통기업)과 후륜(수요주체; 가정 및 시설)에 올바르게 동력이 전달(중 간사용자)되서 원하는 목적지에 도달할 수 있는 것과 같다고 할 수 있다. 산업육성을 촉진하기 위해 인프라, 기술개발 및 시장활성화 측면의 정책과제들이 서로 연계하여 시너지를 낼 수 있도록 다각적인 접근이 필요하다. 추가적으로 고령자용 제품을 개발하는 과정에서 과학적인 근거기반의 기술발전을 위한 방안으로 사용성평가의 적용과 검증이 유효한 방법의 하 나이다.

The task for an aging society is to construct a sustainable society and improve the quality of life for the members. Recognizing these fact as basis, this research is to provide a new understanding on the necessity of development for welfare technology and assistive device industry. From this foundation, structuralize the development model to understand technology and industry system. Welfare technology is traditionally compared to and mixed with health (medical) technology. However, welfare technology has independent purpose and content from health technology. Health technology is mainly composed of Med-Bio to overcome disease and disability. whereas welfare technology is composed firstly, support of comfortable everyday live, and secondly of support of social activity for a vital life. The everyday life support here can be interpreted to self-support and to reduce the care burden occurred by physical aging and geriatric illness. Also, social activity support needs a new approach on problem solution more focused on work and leisure rather than the health change of the senior. For the development of the assistive device industry the stakeholder such as government and public sector, supplier, consumer, and intermediary needs to have the proper understanding of their role and balanced development. This is, for example, for a 4-wheel drive car to get to its destination, you need to control the direction (by government and public sector), balanced front-wheel-drive (by supplier; manufacturer and distributer), balanced back-wheel-drive (consumer; home and institution), and proper transmission of engine power to wheels (intermediary). To promote the industry we need to link together to make a synergy between infrastructure, technology development, and government policy to make vitalize the market. Additionally, in the process of developing elderly products, applying a usability test is a valid way of a scientific basis for technology development plan.
