신공공관리와 부패와의 관련성을 통한 윤리정부구축에 관한 연구

A Study on the Establishment of Ethical Government through Relation to New Public Management and Corruption

본 연구는 행정개혁의 이념적 기반인 신공공관리와 이로 인한 부작용인 부패와의 관계에 대한 기존 국내논의의 부족함을 보완하기 위해 1)공직가치의 전환, 2) 신공공관리론에 입각한 행정개혁수단, 3)불확실성과 소외감과 같은 사회 심리적 요인으로 구분하여 규명함과 동시에 부패문제 극복방안으로 윤리정부구축을 제안하였다. 특히 윤리정부를 구축하는 방안으로 거버넌스 시각에서 제도적 억제(Institutional Restraint), 정치적 책임성(Political Accountability), 경쟁적 민간부문(Competitive Private Sector), 시민사회참여(Civil Society Participation), 교육과 윤리의식제고(Education and Ethics Enhancement), 국제적 협력(International Coalition), 강력한 리더십(Strong Leadership) 등 7가지를 제시하였다.

The purpose of this study is to supplement the lack of existing domestic debate on the relationship between corruption and the negative side effect of new public management, by introducing 1) the transformation of public service value, 2) administrative reform measures based on the new public management theory, and 3) social psychological factors such as uncertainty and alienation. At the same time, it proposed the establishment of an ethical government to overcome corruption problems. In particular, Seven strategies(institutional restraint, political accountability, the Competitive Private Sector, the Civil Society Participation, and Education and Ethics Enhancement, International Coalition, and Strong Leadership)have been proposed as ways to build an ethical government.
