The aim of the present study is to find the primary school teachers’ and the parents’ consciousness and attitudes to ward the practical arts education of primary school in Seoul. The Paper is formed with five chapters: an introduction, the method of the research, the contents of the research, and the conclusion and suggestions, respectively. The study was done by sample survey method with questionaire. The study subjects of the study were 750 primary school teachers and 772 parents in Seoul who were sampled at random sampling method, Some of major findings of this research are as follows: 1. The primary school teachers and the parents in Seoul tend to that practical arts education of primary school in Seoul is less important compared with other subjects; The reason is that the contents of practical arts education in Seoul seem not relevant to the life of urban children. 2. It was found that practical arts education was not carried out normally in Seoul because the facilities for practices were not equiped well in Seoul. 3. Most of the primary school teachers are not willing to choose the practical arts as a subject of special study, because the practical arts is not a favorite subject among children and parents, and furthermore the contents of it is too much diversified into agriculture, manufacturing industry, commerce, fisheries and household etc. 4. Most of the primary school teachers and parents preferred to dualize the text of the practical arts into urban type and rural type which could adapted to different life situations.
