The purpose of this study was to reconsider the cognitive developmental theory for applying to the elementary vocational education in Korea. Since the 6th educational curriculum reformation, the elementary vocational education curriculum has been mainly focused on the practical skill development rather than cognitive or emotional development because of the alloted time reduction in elementary vocational education. However, the cognitive thinking skills are crucial to the development of the practical skills, as well as reasonable decision making and problem solving, that are associated with the goal of elementary vocational education. By analyzing the articles and books related to the subject, this study concludes and suggests as follows: 1. Elementary vocational education curriculum for developing cognitive thinking skills should be organized with the childrens’ ideas and their meaningful life experience. 2. The school facilities and learning guidance should be provided effectively for the students to accomplish their cognitive and practical tasks in the given situation. 3. Elementary vocational education should not limit its teaching-learning boundary in order to develop cognitive thinking skills as well as practical skills.
