The purpose of this study was to search for the possibility and the ideal directions for the practical arts education for the 3-4 graders in elementary schools, through discretional activities in the 7th curriculum. To realize this research purpose, the author carried out the three phases of study: 1) literature review, 2) needs analysis of the content, and 3) analysis of the 1997 education plans of 44 elementary schools in the Chuncheon area. The results of this study shows the following findings: 1. The 7th Curriculum improves the possibility of practical arts education through discretional activities for 3-4 graders even though the Practical Arts has been excluded as a subject matter for them. Put it in more detail, it is possible for the 3-4 graders to learn such various subject areas as consumer education, occupational guidance and education of internalizing labor spirit of integrated subjects, project learning, problem-solving learning and cooperation learning of subject inquiry activities, and self-governed learning, through discretional activities. 2. Compared to the 6th Curriculum in terms of needs analysis, the 7th curriculum provides several ideal directions for the teaching of Practical Arts. For example, “Understanding Family and Work” and “Management of Resource and Environment in Life” can be taught through the integrated subjects area. However, “Life Skills” part, which mainly deals with computer skills, needs to focus on more areas to help students acquire other technique operation skills. From this perspective of promoting students life skills, the goal for discretion activities that is to facilitate self-directed learning and to encourage learning how to learn is quite appropriate. 3. Developing qualified programs and materials, which are matched with learners needs particularly in promoting self-directed learning through creative discretional activities, is to be necessarily required. In developing those programs and materials, voices of teachers and students as well as the contents guided in the discretional activities and the parts of integrated subjects related to practical arts of the 6th Curriculum should be considered to maintain the sequential aspect of education in the Practical Arts subject for 5-6 graders.
