The purposes of this study were to identify the status of in-service practical arts education teachers, to analyze the needs of practical arts teachers for in-service education program, and to improve in-service practical arts education teachers in elementary school. The major findings of the study were as follows ; 1) The opportunities of in-service education program were not offered to teachers. 2) The content, method, and period of in-service education were well fitted, and made mainly use of lecture, experiment and practice methods, text and OHP, And, text was very useful to the most teachers. 3) Evaluation of in-service education was normal. Practical arts education teachers recognized lecture preparation, ability, and earnestness well enough. 4) The effectiveness of in-service education weakened by unsuitableness of method, insufficiency of material, unfitness of facility, etc. 5) Teachers required for in-service education of 60 hours in summer vacation every 3 years. 6) What is most important in the content of in-service education is teaching - learning method, culture and breeding practice, tool handling, etc. 7) Teachers required for the contents of moral and consumer education, disjointing and jointing of electronic goods, hydroponics, trimming and pruning, cultivation of flowering plant, use of multimedia, internet, manufacture of CD title. 8) Also, teachers required for group in-service education, experiment and practice method, and professional staffs(professor, specialist).
