The purpose of this study was to design and develop an efficient Web-based ‘Electricity and Electronics’ Learning System(WEELS) in practical arts for the fifth grade textbook. This system was developed in accordance with the WBI system design processes revised by the author. The main menu of this WEELS was composed of five topics: electricity, electronics, BBS, recommended sites and e-mail. The Web pages were developed by using Namo WebEditor 4 and Macromedia Flash 5. In addition to the text, graphics, photographies, animation were used to arouse the students’ interest and motivation in the Web pages, Practical arts education is the subject which emphasizes experience; thus, the best method of teaching and learning is to learn through experience and doing. ICT in practical arts education will be useful to overcome spatial, temporal, economical limitations. The WEELS was developed not only as an instructional material for teachers, but also as a self directed learning program for students. Thus, this system will improve students’ learning achievement in the unit, Electricity and Electronics. And the learners who study with the WEELS will be able to do experiment more efficiently.
