The purpose of this study was to design the strategy of teaching-learning materials development, to develop the teaching-learning materials for life science domain in the 7th practical arts curriculum. The process of teaching-learning materials development consist of five steps ; task and need analysis, selection of teaching-learning materials, manufacture of teaching-learning materials, evaluation and revise, completion and application. Step one should analyse teaching-learning task, learning outcome, student’s peculiarity, and learning activity. Step two should select teaching-learning materials, step three should determine manufacturing objective, review the literature and research paper etc, and conceive a plan of manufacture. step four should evaluate and revise about teaching-learning materials. And step five should make a plan the application and the spread of teaching-learning materials.
