The purpose of this study was to develop teacher education program for the use of Information and Communication Technology(ICT) in elementary school. The contents of this study were to define of teacher computer education and the utilization education of ICT, program model consideration, reviewed curriculum and teacher training for the effective use of in-service ICT training program relate in the foreign countries, current status and the point at issue of the computer education program. Based on the results of the study, the following recommendation for better program were as follows ; First, Teaching materials should be developed for elementary school instructor. The educational software which can be applicated on the training program and elementary school should be secured and supplied. Practice room should be opens to be acquired practice hours. Second, Assistant instructor should reside habitually to assist trainee in practice room. In-service training center should secure books related computer and offer books for trainee. After elementary school teachers in charge of computer finish the middle class and the top class. They should be able to gain a certification. Third, Elementary school teachers and administrator who have a teacher’s certification should finish the first course, indispensably. In-service training center should give teacher who has finished the top course a chance of special course.
