The purposes of this study were to introspect educational character, curriculum (educational objective, content, method, and evaluation), perception and environment in elementary practical arts education, to present new direction of them. The major findings of the study were as follows ; (1) Practical arts education should change vocational education into liberal education, and perform the it’s roles related to cognitive, affective, and psychomotor development. (2) Practical arts curriculum should deal with educational constituent’s needs, the change of social and educational environment. That is, it should contain the educational objectives that can put to practical use, the contents that reflect sequence, continuity, and integrity. the methods and the evaluation that can manage and measure the educational objectives. (3) Practical arts education teachers should instruct educational contents exactly, exert all possible efforts for recognition of practical arts education. (4) Practical arts education should manage the related subjects, extra-curricular activities, and discretional activities etc, improve the educational environment.
