In the creative discretional activities in elementary school of the 7th curriculum, one of the most appropriate way to foster the creative problem solving capability is the invention education. The purpose of this study was to design the instruction process on the basis of an hand-on activity in order to cultivate the creative problem solving capability in the invention education of creative discretional activities in elementary school. To achieve the goals, (1) this study explained the definition of invention and the role of invention education, (2) set up a criteria for the design of the creative problem solving instruction process and (3) designed the instruction process for invention education on the basis of the criteria. The result of this study was as follows; First of all, the goals of invention education were to set up to foster the creativity and the problem solving capability in the creative problem solving process, not focused on the value of the products obtained by solving the assignment in the class. Secondly, the instruction model developed by S. Chang in 2002 was used for the instruction design. From the viewpoint of the instruction process, the four steps for the creative problem solving process were constructed; understanding problem, developing and exploring solutions, realization, and the evaluation of products. From the viewpoint of instruction strategy, the “Learning Together” model of Johnson & Johnson was applied. Thirdly, the model of the instruction process was designed for invention education of creative discretional activities in elementary school. This model selected “Making a Moving Ship” as the class assignment for the 5th or 6th graders. The time of major activities for each process was assumed 6 to 8 hours. The instruction process contained the assignment title, the relevant unit, the date, the place, the sequent class, instruction goals, the instruction material, the instruction process, instruction activities, and assessment technique & elements. The programs for invention education, a part of the creative discretional activities, will be systematic and efficient when teachers in elementary school use this instruction process model to develop the programs.
