The purpose of this research were to develop for pro-environment energy Education and creativity promotion in Practical Arts Education(PAE), and to apply it to classroom. In this study, the contents which related to the electric energy within the elementary school text book were inspected, a basis on this inspection, the teaching- learning method, subject, unit, and good materials for efficiency of pro-environmental energy education in elementary school were discussed. By the result of this discussion, pro-environmental energy education in elementary school was suggested to apply to the unit of “our life and electricity-electron” of PAE which emphases practical experience. The kit called solar cell automobile was developed and modified project learning technique was suggested, and the curriculum of the unit was reconstituted. The developed solar cell automobile kit contents various elements for creativity promotion. The suggested teaching-learning technique using the developed kit was applied to the class to verify for appropriateness of pro-environmental energy education and creativity promotion. According to the estimation of student’s reaction and the structural character of the new solar kit which produced by students, the developed solar cell kit and suggested teaching-learning technique were appropriate for pro-environmental energy education and creativity promotion in PAE.
