The purpose of this study was to make a WBL(web-based learning) materials for the elementary school students to have a sound attitudes on environment and resources recycling. In order to fortify the attitudes of affective domain on environment recognition, the WBL materials developed here were focused the existing environmental phenomena in our society. This study was gradually carried out through 3 procedure; analysis, design for product, and then evaluation the contents of them, respectively. The main results of this study were as follows : (1) The contents of WBL materials were recomposed of life-resources, saving for life-resources, resources recycling, and finally the manufacturing with the recycled-materials. (2) The WBL materials were made for the children to explore the attitude of affective domain on environmental problems through the understanding of environmental concrete knowledge. (3) The WBL were made up of dynamic rather than statics materials in order to attract the students’ interests. And Flash Swf file, Module materials, and PHP board etc., were applied to activate the interactions between teachers and students effectively. (4) Utilizing the designed bulletin board, materials morgue, and discussing room, the interactions between teachers and students will be able to be enhanced anytime and anywhere.
