조류인플루엔자 발생 현황에 따른 매몰지 적합성 평가

Evaluation of Suitability on Disposal Site According to Occurrence Status of Avian Influenza

우리나라에서 지속적으로 발생하고 있는 고병원성 조류인플루엔자는 2016년 11월에 역사상 가장 빠른 전파속도와 큰 피해를 일으켰다. 이와 관련하여 제기되는 문제점 중 매몰지의 적합성 여부와 신속하지 못한 사전조치가 대두되고 있는 실정이다. 이에 본 연구에서는 조류인플루엔자 발생농가 위치정보를 이용한 현황분석과 조류인플루엔자 긴급행동지침(SOP)내 매몰지 선정방안에 의거하여 기존에 구축된 매몰지의 적합성 평가를 수행하였다. 그 결과 조류인플루엔자 긴급행동지침에서 규정하는 방역조치기준을 충족하지 못하였다. 기존 매몰지에 대한 격자분석을 수행한 결과 5개소의 매몰지 중 2개소의 매몰지가 조류인플루엔자 규정에 적합하지 못한 지역이었다. 이를 통해 향후 조류인플루엔자 긴급행동지침의 개선과 법제도가 필요하다고 사료된다.

Avian influenza, which is consistently occurring in Korea, caused the fastest propagation and huge damaging rate in history in November 2016. In this connection, some of problems are raised about suitability of the disposal sites and slow-prior action. This study conducted two analysis which status analysis with occurrence farm location information and evaluation of suitability with existing disposal site based on Standing Operating Procedure (SOP). As a result, prevention action criteria by Standing Operating Procedure (SOP) were not followed. Result of zonal statistics analysis about disposal sites, two of the five sites were not suitable for Avian influenza Standing Operating Procedure (SOP). Through, it is necessary to improve the Standing Operating Procedure (SOP) and the legal system in the future.
