The Philippines, encounters several disasters and one of which is Flood. The researchers chose this specific type of disaster for it disrupts the development and livelihood of the people and the community. This study’s’ primary aim is to analytically evaluate the standardized trends of each area and the combined FVI in Albay. Hence, the researchers use Flood Vulnerability Index (FVI), a tool for measuring the vulnerability of an area but, reduced it to a local scale to have a precise view of how the areas would behave. The researchers adopted FVIs’ four components namely social, economic, environmental and physical for the assessment of vulnerability. The process of choosing the indicators and weighing them through the Analytical Hierarchy Process (AHP) through surveys from experts were made. This is then standardized from 0 to 1, where 0 is the least and 1 being the highest. The data collection is from 2006 to 2015, which is calibrated and verified. Furthermore, each year was observed for the areas behavioral drift and joint radial analysis. The result of this study showed that the individual vulnerability of each area has a decreasing manner which indicates that the areas have been prioritizing the possible aftermath of flood. However, for the joint radar analysis, a value of 0.578 for the FVI was seen which means that the areas combined efforts still needs further improvement. Therefore, much work is still needed if the province would like to be a role model for a lesser vulnerability in terms of flood.
