우리나라에서 학교에서 상주하고 있는 인구의 수는 유치원, 초중고등학교와 대학을 통틀어 약 1천만 명에 달한다. 이는 전 인구의 20%에 달하는 비율로 학교의 안전은 국가의 안전과 직결되는 중요한 사항이다. 그러나 전통적으로 안전공간으로 여겨졌던 학교가 각종 범죄에 위협으로 인해 범죄예방환경설계 즉, CPTED의 중요성이 커지고 있는 시점이다. 우리나라 학교의 범죄안전환경에 대한 평가는 몇 개의 지표와 디자인 가이드를 중심으로 본격적으로 시행되고 평가된 지는 불과 수년의 역사를 갖고 있는 것이 현실이다. 본 연구는 우리나라에서 수행되고 있는 초중고등학교의 CPTED 평가도구에 대한 개선점을 도출하기 위하여 한국과 미국의 평가도구 4개를 선정하여 비교하였다. 비교를 통하여 우리나라와 미국의 평가지표의 특성을 분석하여 평가도구의 활용 목적에서부터 평가지표의 범위까지 차이점을 밝혀내었다. 또한 평가의 결과가 환경개선이나 정책반영에 연결되고 있지 않은 점을 도출하여 이를 개선하기 위하여 ISO 3000 위기관리 개념을 도입하여 위기관리 기반의 CPTED 평가 시스템의 개념과 그 수행절차를 제시하였다.
The number of population residing in schools in Korea is about 10 million in kindergartens, elementary and junior high schools and universities. It accounts for 20% of the population, and school safety is an important aspect of national security. However, it is the time when crime prevention environment design, that is, the importance of CPTED, is increasing due to threats to various crimes that have traditionally been regarded as safe spaces. It is a fact that the evaluation of the crime safety environment of Korea school has a history of only a few years since it was implemented and evaluated in earnest centering on several indicators and design guides. The purpose of this study is to compare four CPTED evaluation tools in Korea and the United States in order to improve the CPTED evaluation tools in elementary and junior high schools in Korea. By comparing the characteristics of the evaluation indicators in Korea and the United States through comparison, we have found out the difference from the purpose of the evaluation tool to the scope of the evaluation index. In addition, the results of the evaluation are not linked to the improvement of the environment or policy, and the concept of the CPTED evaluation system based on the crisis management was introduced by introducing the ISO 3000 crisis management concept to improve it.
