바이오경제의 개념과 전략

Concepts and Strategies of Bioeconomy

최근 바이오경제라는 단어가 많이 언급되고 있으나 이에 대한 명확한 개념정립이 미흡하다. 국내에서는 바이오기술의 창출과 응용이라는 혁신의 관점이 부각되고 있지만, 선진국에서는 화석자원의 대체를 통해 식량확보, 기후변화, 환경문제, 자원 고갈 등의 사회적 난제를 해결하여 삶의 질을 높이려는 사회경제적 변화로서 바이오경제의 비전을 제시하고 있다. 본 논문은 선진국에서의 바이오경제 개념과 정책 동향을 조망하고, 기술관점과 자원관점의 두 비전을 포괄하는 바이오경제의 개념을 제안한다. 또한, 바이오경제 구축을 위한 국가 전략과 정책 방향에 관한 여러 제안을 제시한다.

Recently, bioeconomy is becoming a buzz word in Korea, but its concept has never been firmly established. While domestic policy in Korea focuses on creation and application of biotechnology, many advanced countries propose bioeconomy vision as a socio-economic transformation from fossil-based resources to renewable biological resources to solve social challenges such as food security, climate change, environmental sustainability, resource depletion. This paper overviews bioeconomy concepts and policies and offers a definition that encompasses technology and resource perspectives. It also offers many suggestions on national strategy and policies to build up an advanced bioeconomy.
