사업용화물자동차의 효율적 교통안전관리방안 연구

A Study on the Traffic Safety Management Plan of Commercial Truck

국내 교통안전정책은 지금까지 교통안전관리의 효율성 보다는 획일적인 규제로 일관되어 왔다. 물론 국민들의 생명을 보호하 기 위한 규제의 필요성은 있지만 피 규제자인 운송사업자와 운전자의 규제수용능력이 부족할 경우 효율적인 교통안전관리를 기대할 수 없는 한계가 있다. 또한 교통사고의 유형은 지역별 특성에 따른 차이가 발생됨에도 국가 전체적인 측면에서 교통안전정책을 추진하여 비효율성을 초래하였다. 따라서 본 연구에서는 규제 지향적 교통안전대책을 탈피하고 교통사고의 지역별 차이를 토대로 지역별 교통안전정책의 방향성을 제시하고자 하였다. 분석결과 국내 교통안전규제는 중앙정부차원에서 획일적으로 추진되어 왔고, 지역별 교통안전정책은 규제를 시행하기 위한 보조적 역할에만 머물러 왔었다. 그리고 주요요인별 중대교통사고 발생비율에서도 지역별 차이는 명확히 나타났다. 따라서 지역교통안전정책은 사고예방차원에서 추진하고 국가교통안전정책은 사고의 수습과 지역에 대한 교통안전 지원방향으로 추진되어야 함과 규제위주의 정책 추진을 지양하고, 지역별 사고유형에 따라 운송사업자와 운전자의 특성을 고려한 효율적 교통안전관리 방안으로서의 교통안전정책이 수립되어야 함을 제시하였다.

Korea traffic safety policy has been consistent with uniform control rather than efficiency of traffic safety management. Of course, there is a need for regulations to protect the lives of citizens, but there is a limit to how efficient traffic safety management can be expected if the ability to comply with regulations of trucking operators and truck drivers is insufficient. Furthermore, although the types of traffic accidents vary depending on the characteristics of the region, the traffic safety policy is promoted in terms of the whole country, resulting in efficiency. Therefore, this study suggest to directions of regional traffic safety policies based on regional differences of traffic accidents away from regulatory-oriented traffic safety policy. As a result of the analysis, korea traffic safety regulations have been promoted uniformly at the central government level, and regional traffic safety policies have been only an auxiliary role for implementing regulations. In addition, regional differences in the rate of major traffic accidents by major factors are clear. Finally, it is suggested that the traffic safety policy should be established based on the following points. 1) local traffic safety policies should be promoted in order to prevent accidents, and national traffic safety policies should be promoted in the direction of crash prevention and traffic safety support for the area. 2) In order to avoid the regulation-oriented policy promotion, efficient traffic safety management plan considering the characteristics of the trucking business operators and drivers according to the type of accident in each region is required.
