수도권 규제정책의 대두와 반월공단의 초기 형성

The Rise of the Metropolitan Regulatory Policy and the Initial Formation of the Banwol Industrial Complex

본 논문은 반월신공업도시의 형성, 그 중에서도 반월공단의 조성과정에 초점을 맞추고, 1970년대 후반~1980년대 초의 산업단지 조성이 수도권 규제 정책과 어떤 연관을 갖고 진행되었는가에 대한 살펴보고 있다. 이를 위해 국가기록원에 소장된 반월공단 관련 기록물을 분석하였다. 당시 수도권의 과밀에서 기인하는 외부불경제를 제거하기 위해 행정적 강제에 입각한 인구 및 기업 분산정책이 수립되었고, 이러한 정책의 일환으로 반월신공업도시의 구상 및 반월공단의 조성이 이루어졌다. 그렇지만 서둘러 시작된 반월공단 조성은 초기부터 차질을 빚었고, 수도권인구재배치기본계획이 표류함에 따라 본래의 목표를 상실하였다.

This paper focuses on the formation of the Banwol new industrial city, especially Banwol industrial complex, and examines how the industrial complex development in the late 1970s and early 1980s was related to the regulatory policies of the Seoul metropolitan area. To do this, we analyzed the records related to the Banwol Industrial Complex that were collected from the National Archives. In order to eliminate the external diseconomies caused by the overcrowding of the metropolitan area, the administrative policies were established. As part of this policy, the concept of Banwol Industrial City and the establishment of Banwol Industrial Complex were made. However, the establishment of the Banwol Industrial Complex was hurried from the beginning, and the original goal was lost as the basic plan for the relocation of the capital region was drifting.
