Disaster Safety Education Program Characteristics of Safety Experience Facilities in Korea

Several major natural and social disasters have occurred in South Korea recently which resulted in an increased social interest in disaster safety education opportunities. This study examined the characteristics of safety education programs offered at safety experience facilities in order to provide information for development and dissemination of disaster education programs. A total of 69 safety experience facilities nationwide were selected and characteristics of their education programs were analyzed. Major findings were as follows: (1) most facilities were established and operated by the public sector. (2) one third were providing programs only for non-disabled people and most facilities had age restrictions, limiting education for children and seniors. (3) throughout the 45 facilities providing natural disastere ducation programs, over 90% were providing education programs related to earthquakes, reflecting fears and concerns resulting from recent major disasters in Korea. In conclusion, this study suggests that the government needs to support the private sector to build and operate safety education facilities to extend disaster education opportunities. Also, existing education programs should be more inclusive, to ensure that the disadvantaged population including children, the elderly, and people with disabilities can participate in the development and provision of disaster safety education programs that meet diverse local needs..
