4차산업혁명시대 블록체인 거버넌스 시스템으로의 전환과 시민사회의 역할에 관한 서설적 연구

An Exploratory Study on the Transition into the Blockchain Governance System and the Roles of Civil Society in the Age of the 4th Industrial Revolution

본 연구는 4차산업혁명시대의 디지털 거버넌스와 디지털크러시(Digitalcracy) 의 함의를 살펴보면서, 혁신적인 분산장부기술인 블록체인 기술의 발전을 통해 공공･보안 분야 등의 다양한 분야에서의 사회혁신의 가능성을 설명한다. 구체적으로, 스위스와 핀란드의 ‘O2O(Online to Offline) 정치’ 실험의 사례와 에스토니아의 ‘e-Estonia’ 모델 사례 등으로 구현되고 있는 블록체인 거버넌스 시스템을 통한 디지털 사회혁신과, EU의 디지털 사회혁신 6대 분야의 특성과 대표사례를 분석한다. 결론적으로, 블록체인 거버넌스를 기반으로 한 ‘O2O’ 정치사회시스템으로의 변화 속에서 한국사회 시민사회의 전환적인 역할이 크게 세가지로 요구됨을 제시한다. 첫째, 정책 네트워크로 구성되는 정책시장에서의 주도적인 선도자 (Key-Actor) 역할, 둘째, 숙의직접민주제 시스템의 원활한 작동을 위한 융합적 연계자 (Integrated Bridge-maker) 역할, 셋째, 디지털 혁신(‘열린 민주주의,’ ‘열린 접근’ 등)의 다양한 현장에서 디지털 혁신가 (Digital Innovator) 역할이 수행되어야 함을 주장한다.

This study looks at the implication of digital governance and digitalcracy , and explains the potentials of the digital social innovation in various areas including the public and security sector through the development of the blockchain technology - distributed ledger technology . In particular, it analyzes the digital social innovation through the blockchain governance, realized by the experiments of ‘O2O(Online to Offline) politics’ in Switzerland and Finland, and also examines the features and best cases of the six sectors of the EU　 digital social innovation. In conclusion, this paper suggests the three requirements of the transitional roles of the Korean civil society in the progression of ‘O2O political social system based on the blockchain governance: first, the role of Key-actor in the policy market consisting of the policy networks; second, the role of Integrated Bridge-maker for working for the deliberative and direct democratic system; third, the role of Digital Innovator in the various fields of digital innovation including open democracy and open access .
