우리나라 치안정책의 변동요인에 관한 연구

A Study on the Change Factors of Policing Policies in Korea: Focusing on Analytic Hierarchy Process and Needs Assessment Analysis

본 연구는 치안정책의 변동요인을 추출하고, 요인 간의 상대적 중요도를 파악하여 치안정책의 수립이나 정책결정의 판단기준과 방향을 제시하고자 하였다. 선행연구와 치안정책변동의 역사적 고찰을 통하여 치안정책 변동요인을 도출하였고, 학계와 경찰공무원 등의 전문가 의견 조사를 실시하였다. AHP기법과 요구분석을 통하여 요인간의 상대적 중요도를 분석하였다. 분석결과, 여론의 변화, 정책대상 집단의 수요 변화, 초점사건 발생, 법률의 제ㆍ개정 및 폐지, 치안정책관리자의 변동은 치안정책의 변동에 지속적으로 강한 영향을 미쳐왔던 역동적인 요인들로 분석되었고, 치안관련 기술의 변화, 정책 대상 집단의 수요 변화, 경제적 환경 변화, 범죄행태 및 유형의 변화는 현재보다는 미래에 더욱 중요시 해야 할 전략적 변동요인으로 분석되었다.

The purpose of this study is to provide a standard of judgement and the direction of decision-making and to establish policing policies by abstracting the change factors of policing policies and grasping the relative importance of priority. Based on the research results, a change of public opinion, a change in demand of a police oriented group, the legislation, revision and repeal of laws, the occurrence of focusing event, and a change of policing-policy managers are analyzed as dynamic factors which have constantly had a strong influence on the changes of policing policy. The technical change of policing policy, a change on forms and type of crime, economic environmental changes, and a change in demand of a police oriented group are proved to be strategically more important in the future rather than in the present.
