An effective food control service is important not only for the promotion of safe and honestly presented food supply but also for protection of consumers from infections or diseases mediated with uncontroled foods, especially animal-foods. To accomplish these purposes nations do need laws to encourage the production of safe and wholesome foods and to prohibit the sale of foods which are unsafe or fraudulent. This paper presents the requirement of food control systems, general constructions of the legal framework within which such system can operate and guidance in setting up effective food control machinary. These studies are summarized as follows: 1. Improvement of administrative functions and systems: The present administrative organizations should be specialized in accordance with their function to strengthen their administrative abilities. The system of the Sanitation Bureau, Ministry of Health and Social Affairs and organizations of local government, should be supplemented. If this proposal is not acceptable for execution, a food control office should be newly established as an annex office to the Ministry (FDA system). 2. Securing food specialists and intensifying activities; Food sanitary control is one of the administrative fields which requires highly specialized knowledge. Therefore food sanitary experts should be secured along with specialized manpower before anything else. 3. Establishment of self-control supervising and inspection system.
