교육의 공공성 및 지역균형발전을 위한 도립대학 발전방향 연구

A Study on the Improvement of Provincial Colleges for Public Needs and Balanced National Development

본 연구는 교육의 공공성 및 지역균형발전 차원에서 도립대학의 발전 방향을 모색하는 것을 목적으로 한다. 도립대학에 대한 이해를 제고하기 위해 도립대학의 현황과 실태를 분석하고, 도립대학의 공공성 측면과 지역균형발전 측면의 역할을 통계자료를 활용하여 구체적으로 설명하였다. 또한, 전국 7개 도립대학 전체 교수를 대상으로 설문조사를 실시하였으며, 전국도립대학 총장협의회 및 실무협의회 내용을 추가적으로 보완하였다. 이러한 분석을 통해 도립대학 중심의 지역혁신체제 구축, 도립대학 간 교류 활성화를 통한 자체 경쟁력 강화, 도립대학 관련 법·제도 정비 및 예산지원 강화 등 도립대학의 발전방향을 도출하였다. 본 연구결과는 현재 위기 상황에 있는 도립대학 관련 정책 수립 시 참고자료를 제공하고 도립대학의 발전을 위한 정책적 시사점을 제공할 수 있을 것으로 기대한다.

The purpose of this study is to find ways to improve provincial colleges in order to achieve public needs and balanced national development. This study analyzes the current status of provincial colleges and explains the roles of provincial colleges in terms of public needs and balanced national development. Also, this study carried out a survey targeting all professors from seven provincial colleges and utilized contents from president meetings and working-level talks. This study suggests three improvement directions for provincial colleges: 1) establishment of a regional innovation system centering on provincial colleges 2) improvement of competitiveness through interactions among provincial colleges and 3) reformation of laws and systems and expansion of the budget. The results of this study are helpful in that they provide references and implications in implementing policies related to provincial colleges.
