A Study on Types of Housing Lease Disputes Focused on Residential Dispute Settlement in Seoul

Although more than half of Korea live in housing leases, the housing environment of tenants has been constantly arising in the dispute between the landlord and the tenant, which has raised social problems. The government has prepared the legal provisions of the Housing Leasing Dispute Committee on May 30, 2017, but the dispute has not been resolved in the contents and timing required by the parties. This study examines the types of disputes using the actual housing lease dispute adjustment data operated by Seoul Metropolitan City for five years from 2012 to 2016 and applies the two - stage cluster analysis to identify the characteristics of the disputed groups and suggests implications . As a result of this two - stage cluster analysis, the disputes of housing lease were classified into four clusters. First, the residential environment mobile type is the easiest dispute settlement group and it is necessary to operate the government - led deposit money lending system to resolve the dispute. Second, the residential environment maintenance type is the group that should be most interested. In order to improve the settlement through maintenance, it is necessary to support the repair and maintenance cost, to operate the loan system, and to nurture a large number of specialized repair companies. Third, residential dispute residence type is the most difficult group to settle disputes. In order to resolve the dispute, it is urgent to establish the integration and connection system of each conciliation committee and compulsory legal regulations. Fourth, since the restoration of lease contract provided between the parties is a problem in the residential environment maintenance type, it is urgent to establish a standard table for restoration.
