박근혜정부 국정 역사교과서 조선시대사 서술 내용 분석

Analysis of Description for Joseon Dynasty Era of Government-published History Textbooks Under Park Geun-hye Administration

박근혜정부는 2017년 헌법재판소의 탄핵심판청구 인용이 받아들여지기까지 4년여 동안 국정 역사교과서를 만들기 위해 많은 문제를 만들었다. 박근혜정부의 국정 역사교과서 제작은 역사교육을 과거로 회귀시키는 것은 물론 여론의 지지도 받지 못한 정책이었다. 박근혜정부의 국정 역사교과서는 ‘원고본 → 개고본 → 현장검토본 → 최종본’의 순서로 제작되었다. 『중학교 역사 1』과 『고등학교 한국사』 교과서 전체 내용 중 조선시대사 내용은 17% 정도였다. 두 교과서는 기존 교과서의 조선시대사 서술 한계에서 전혀 벗어나지 못했다. 이전 한국사 교과서가 가지고 있던 구조적 문제를 거의 그대로 반복한 것은 물론 2000년대 이후 조선시대사의 연구경향을 전혀 반영하지 못했다. 역사학계가 국정교과서를 반대했던 중요한 이유 중 한 가지는 획일적 역사 교육을 통해 학생들의 창의성을 저해한다고 판단했기 때문이다. 일정한 틀에 맞춰져 있는 역사 교육이 진행되는 한 학생들에게 역사적 상상력을 기대하기 어렵다. 따라서 역사학계와 역사교육계는 학생들의 역사 사고력을 키울 수 있는 방안을 함께 고민할 필요가 있다.

Park Geun-hye Administration has had a lot of big troubles for the purpose of making government-published history textbooks for more than 4 years until the claim of adjudication on impeachment has been accepted by Constitutional Court in 2017. Making government-published history textbooks by Park Geun-hye Administration, not only returned history education to the past, but also such policy did not have public opinion at the back. Park Geun-hye Administration’s government-published history textbooks were published in the order of ‘book in manuscript → book in rewriting the manuscript → book in spot inquiry → final textbook.’ The description of Joseon Dynasty Era out of the total textbooks of Middle School Korean History 1 and High School Korean History amounted to about 17%. The two textbooks did not get out of the description limit of the existing textbooks for Joseon Dynasty Era at all. They rehashed the structural problems which the previous Korean history textbooks used to have, and did not reflect the research trend of Joseon Dynasty Era at all since 2000s. One reason that circles of history opposed the government-published textbooks is that standardized history education hinders students’ creativity according to their judgment. As long as the history education is processed just by the unvarying routine style, it is difficult for students to expect historical imagination ability. Therefore, circles of history & history education need to agonize the measure to develop students’ thinking ability of history.
