이순신의 위민(爲民)정책

Lee sun-shin’ ‘Wimin’(爲民) Policies

현대 정치리더십의 가장 핵심적 과제는 다양한 국민들의 기대와 욕구에 관한 문제를 어떻게 해결하느냐이다. 우리시대 진정한 리더는 국가의 근본인 국민들을 얼마만큼 사랑하고 그들을 위해 실천적인 행동을 했느냐 여부에 달려있다. 본고의 목적은 이순신의 정치리더십을 조명하는데 있다. 이순신의 리더십의 원천은 부하와 백성들에 대한 사랑과 배려를 기초로 그들이 보인 신뢰와 존경심에 있다. 이순신은 권력자에 대한 무조건적인 충성이나 윗사람에 대한 절대적 복종을 거부하고 국가의 근간은 백성과 병사들이라는 점을 인식하고 자신의 모든 것을 병사들과 백성을 보호하고 살리는데 헌신하였다. 이순신은 임진왜란 당시 외적의 약탈에 무방비로 노출된 백성들을 적극적으로 보호하기 위한 정책들을 실천하였다. 그는 전투에서도 이름 없는 수많은 군사와 백성들의 희생위에서 얻는 승리보다는 백성의 인명을 적극적으로 보호할 수 있는 조치를 우선으로 했고, 그 결과 적에게 잡힌 백성을 구출하는 것을 적을 죽이는 것과 마찬가지의 공로로 인정하는 기준을 설정하고 실천에 옮겼다. 왜적과 한 치의 양보도 없는 대치상황에서도 피난하고 있는 백성들에게 화가 미칠 것을 염려하여, 일본군이 빠져나갈 수 있는 최소한의 전선을 남겨 놓는 등 백성 보호를 최우선적 목표로 삼았다. 이순신은 전쟁기간 내내 가장 큰 과제였던 군량미를 마련하고 떠도는 백성들의 생업을 마련해주는 정책들을 추진하였다. 그는 이를 해결하기 위해 둔전경영에 총력을 기울여 백성을 안정시키고 사회를 안정시켜 국가 재조의 터를 닦았다. 아무리 미천한 백성들일지라도 그들의 존재와 역할을 인정할 때 그들 스스로 자발적인 충성과 헌신을 보여준다는 리더십의 효과 잘 보여준다. 그 결과 이순신과 일반백성들은 외적의 침입으로 야기된 혼란으로부터 정치 질서를 재건하고, 국제 질서를 회복하는데 핵심적인 기여를 하였다. 나라의 많은 부분을 차지하고 있으면서도 적극적인 보호망에서 배제되기 쉬운 백성들에 대해 그들의 생명보호를 위해 행동했던 이순신은 전투를 지휘하는 장군을 넘어선 진정으로 백성을 사랑하고 위한 정치지도자라고 평가할 수 있다. 우리는 이순신의 삶을 돌아보며 그를 존경하고 일생 동안 그들을 기억한다. 신뢰와 존경을 바탕으로 한 그의 리더십은 시공을 초월해서 이 시대 우리에게 깊은 감동을 준다.

I think the most important task of the political leadership is how to solve the problem about hope and desire of the people. We need a real leader loves the people. The purpose of this study is to review the political leadership of Lee sun-shin. The sources of Lee’s leadership are the admiration and the respect for him. He denied unconditional loyalty to powerful men or unquestioning obedience supervisor, and devoted his whole life to protect the people. During Imjin waeran, Lee sun-shin commanding battleships had succeeded in checking the Japanese aggression, and had enforced many policies to protect the people were defenceless against Japanese attack. He took priority the people lives over victory, so he set the standard of distinguished service in war that saving the prisoner of war and killing the enemy are treated equality. The most important thing for him was the lives of the people. He left some fleets that the enemy were trying to run away without harming the people. Also Lee sun-shin executed some polices to reserve provisions and to make a living for the people. He managed several garrison farms to stabilized the life of the people and regained the stability of society. As a political leader, he has given their role to the people in the society, and the people could do their part. When the people are acknowledged as the precious beings, they represent the loyalty and sacrifice themselves to their country. Lee sun-shin and their followers mainly contributed to reconstruct the political order and restore the international order. Lee sun-shin had behaved to protect the lives of the people easily excluded from protection, and now We still remember him and respect for his work. His leadership based on trust and his love showed the people make a deep impression that transcend time and space.
