The Role of Local CSO’s Participation and Effects of ODA on Inequality

연구목적: 본 논문은 불평등 감소 측면에서 공적개발원조(ODA)와 개발도상국 시민사회단체 (CSO) 참여의 관계를 분석하데 목적을 두고 있다. 연구의 중요성: 기존의 시민사회와 개발효과성에 관한 논의는 주로 시민사회의 참여에 관한 정책적 함의를 분석하는 것이었다. 그러나 본 논문은 시민사회단체 참여와 불평등 감소의 관계를 정량적으로 분석하였다는 점에서 기존의 연구와 차별성을 가진다. 연구방법론: 본 연구는 불평등의 다층적 속성을 반영하여 소득, 건강, 정치 분야에서의 불평등을 분석 대상으로 삼았으며, CSO 참여를 ODA 효과의 조절변수(moderating effect)로 사용하였다. 분석모형은 패널 분석의 고정효과 분석을 시도하였다. 분석 기간은 1991년부터 2010년까지이며, 분석 대상은 개발도상국 87개국을 대상으로 삼았다. 연구결과: 첫째, ODA가 불평등 감소에 강력한 영향력을 미치지 않거나 오히려 증가시키는 것으로 드러났다. 반면, CSO 참여는 ODA의 불평등에 대한 영향을 조절하는 것으로 나타났다. 결론 및 시사점: CSO는 자발적인 발전의 목표를 설정하고 소외된 계층에게 필요한 서비스를 제공하여 균형적인 발전을 위한 핵심적 주체라는 점을 시사한다. 또한 이들의 고유한 맥락과 운동 전략이 현지 주민들의 대표성과 정부의 책무성을 높이는 데 효과적인 것임을 나타낸다.

Objectives: This paper aims to analyze the relationship between ODA and civil society organizations participation in developing countries in terms of inequality reduction. Originality: Studies on civil society and development effectiveness were mainly conducted on qualitative approach intended to the policy implications for civil society participation. This paper, however, studies in that it quantitatively analyzed the relationship between civil society participation and ODA in terms of inequality reduction. Methods: This paper tested the hypothesis of whether the civil society organizations in developing countries influenced ODA’s effectiveness in terms of inequality reduction using panel fixed effect regression analysis on data for 87 countries from 1991 to 2010. Results: The summary of the analysis results is as follows. First, it turned out that ODA did not have a strong influence on inequality reduction, or rather it was deepening inequality. However, local CSO participation was found to be effective for ODA on inequality. Conclusions and Implication: CSO is a key player for setting goals and providing the services needed for the underprivileged. It also indicates that their participation and movement strategies are effective in enhancing the representation of local residents and the accountability of the government.
