4차 산업혁명과 인천시 항만의 스마트 물류 적용에 관한 탐색적 접근

The Fourth Industrial Revolution and an Exploratory Approach to the Application of Smart Logistics to Incheon Port

인천 내항과 관련된 재개발 요구는 지속적으로 존재해 왔다. 지난 10년 동안, 내항의 비컨테이너 물동량은 지속적으로 감소되고 있으며, 시설 이용률 역시 하락 추세를 보이고 있다. 반대로 신항의 컨테이너 부두는 전면 개장되었으며, 항로 및 대규모 항만 배후단지 공급 등으로 인하여 신항으로의 물류의 축 이동이 전망되는 것도 사실이다. 인천 내항은 컨테이너 위주의 전통적 물류 기능은 약화되고 새로운 형태의 물류기지로의 전환이 필요한 시점이고 이는 인천시 차원에서도 당장 추진해야할 사안이다. 이미 컨테이너중심의 대형 물류는 인천 신항으로 전환되었으며 구항으로서의 내항 재개발은 기존의 물류 개선뿐 아니라 도시 공간 활용, 주민 편의시설 확대, 지하화 화물운송 등의 쾌적하고 스마트한 물류시스템의 도입과 도시발전이 결합되어야 하는 상황에 이르 렀다. 인천시 역시 인천항 비전 2030을 통해 향후 내항 재개발을 추진하는 것을 공식적으로 천명한 상황이다. 한편, 2016년 1월 다보스포럼에서 언급된 4차 산업혁명은 도시, 생물학, 복지 등 다양한 산업에서 언급 및 적용되고 있으며, 이는 물류 산업에서도 예외가 아니다. 이에 따라 본 연구에서는 인천 내항의 스마트물류 추진방안의 방향을 최근 4차 산업혁명의 상황과 토론토 등 해외 사례를 고려 하여 세 가지를 제시하고자 한다. 첫째, 지하로봇화 화물운송 시스템 구축, 둘째, 스마트 물류와 유통 시스템 결합을 통한 도시첨단 물류단지 개발, 셋째, 지상 유휴공간 활용 극대화 방안이다.

The demand for redevelopment related to Incheon inner harbor has been continuously existed. Over the past decade, the container trade volume of the inner harbor has been steadily declining, and facility utilization is also showing a downward trend. On the contrary, the container port of the new harbor was fully opened. It is also true that the shift of the logistics to the new port is expected due to the supply of the large-scale port backplanes. In Incheon inner harbor, container-oriented traditional logistics functions have weakened, so it is time to switch to a new type of logistics base. This is a matter to be promoted immediately at Incheon city level. The redevelopment of inner port as a old port has come to a situation where not only the improvement of existing logistics but also the introduction of comfortable and smart logistics system such as utilization of urban space, expansion of convenience facilities for residents, transportation of underground cargo, and urban development should be combined. Meanwhile, the Fourth Industrial Revolution mentioned in the Davos Forum in January 2016 has been mentioned and applied in various industries such as urban, biology, welfare, and this is no exception to the logistics industry. Therefore, this study proposes three directions of smart logistics promotion plan of Incheon inner port considering the recent situation of the fourth industrial revolution and overseas cases such as Toronto. First, it builds an underground robotized cargo transportation system. Second, it develops an urban high - tech logistics complex through a combination of smart logistics and distribution system. Third, it is a plan to maximize the utilization of the ground idle space.
